Considering Kurupt collaborated with Tupac/Outlawz heavily in late March 96 ("Ride for Me", "Tattoo Tears", "World Wide"), I would say this song was recorded around the end of March 1996.

The reel has a 1994 date which might indicate it was originally a DPG song/beat, possibly for Dogg Food.
The song might've been recorded for a potential DPG/Outlawz/Thug Life collaboration project, considering how "NY 87", "Still Ballin", "Initiated" and "Jack Move" [all mid-to-late December 1995 songs] hinted at such project before that.
